[ARCHIVED] Bridge Replacement - Hampton Highway/Magruder Boulevard

December 5, 2019 UPDATE:

YORK COUNTY/HAMPTON - Starting after 9 a.m. on Friday, Dec. 6, motorists traveling southbound on Route 134 (Magruder Boulevard/Hampton Highway) may encounter brief, intermittent traffic stoppages, followed by the shift of a long-term, single-lane closure from the left travel lane to the right travel lane. In addition to the long-term southbound lane closure estimated to remain in place through summer, weekday single-lane closures from 9 a.m. until 3 p.m. will begin northbound on Monday, Dec. 9.

These changes mark the start of the next traffic sequence required to begin median clearing and construction of a temporary crossover to accommodate the future shift of northbound traffic over to the southbound bridge during the closure and reconstruction of the northbound bridge over Brick Kiln Creek.

Once the temporary northbound bridge closure begins as early as spring 2020, northbound and southbound traffic will be shifted to a single lane in each direction on the southbound bridge. A long-term closure will also be in place on Old Armistead Avenue at the Magruder Boulevard intersection during this traffic shift; however, access will be maintained for local businesses and residences.

Estimated to be complete as early as spring 2021, the aging northbound bridge will be demolished and replaced with a new bridge that meets current design standards, including two 12-foot travel lanes, with a 10-foot right shoulder and 6-foot left shoulder.

This project will replace the existing aging northbound bridge on Route 134 (Hampton Highway/Magruder Boulevard) over Brick Kiln Creek, located at the border of York County and the city of Hampton. The construction limits on Route 134 will span approximately 0.50 mile, between Tabb Smith Trail and the Route 172 (Commander Shepard Boulevard) intersection.

Originally constructed in 1930, the northbound bridge will be updated to meet current design standards with new bridge approaches and wider shoulders added. The new bridge will have two 12-foot travel lanes with a 10-foot right shoulder and a 6-foot left shoulder. 

Also included in the project scope, crews will be relocating and drilling a 20-inch water main line under Brick Kiln Creek.

Maintenance on the southbound bridge was completed separately from this project.

Phases of the Project:

Phase A Stage 1

  • Major Work Items: Temporary widening of southbound Rt. 134, ditch and slope repairs on the right side of southbound Rt. 134
  • Traffic Impacts: Continuous closure of the right lane of Rt. 134 southbound
  • Schedule: October 2019 to January 2020

Phase A Stage 2

  • Major Work Items: Construct cross-overs in median on each side of the bridges
  • Traffic Impacts:Continuous closures of the left lane of Rt. 134 southbound and the left lane of Rt. 134 northbound
  • Schedule: January 2020 to March 2020

Phase B

  • Major Work Items: Jack and Bore new water line under the creek, Demolish and replace northbound bridge
  • Traffic Impacts: Northbound traffic switch / Continuous closures of the left lane of Rt. 134 southbound and the right lane of Rt. 134 northbound
  • Schedule: March 2020 to November 2020

Phase C

  • Major Work Items: Demolish median crossovers and restore site
  • Traffic Impacts: Continuous closures of the left lane of Rt. 134 southbound and the left lane of Rt. 134 northbound
  • Schedule: November 2020 to December 2020

** Motorists will be advised of any additional lane closures or traffic shifts that may occur during the project. All construction work is dependent upon weather conditions.

Benefits 

This project will replace the aging northbound bridge with a new bridge built up to current standards.

Major Milestones

Right of way acquisitions completed in July 2018. 

Relocation of utilities was completed in April 2019.  

The $4.49 million construction contract was awarded to Allan Myers, Va Inc. on August 23, 2019. 

Construction is estimated to begin October 2019 and end as early as spring 2021.
