Candice Kelley has a Bachelor of Business Administration from Averett University. She is certified as a Master Governmental Treasurer by the University of Virginia Weldon Cooper Center for Public Service. The York County Treasurer’s Office is accredited by the Treasurer’s Association of Virginia for 2023.
The Treasurer is a Constitutional Officer and is elected every four years. The Treasurer is responsible for collecting and accounting for all revenues received by York County.
The Treasurer’s Office responsibilities and duties include issuing tax bills, collecting taxes, processing utility bill payments, accounting for county revenues, and investing funds. Additionally, the office collects delinquent taxes, administers dog licenses, collects some state revenues, and submits funds to unclaimed property. All disbursements for the county, approved by the Finance Director, originate in the Treasurer’s Office.
The York County Treasurer’s Office is accredited through the Treasurers’ Association of Virginia (TAV).
