Jeanne Carner is a Senior Planner with the Planning Division. She serves as a staff member to the Planning Commission and the staff liaison for the Historic Yorktown Design Committee. She earned her Bachelor of Science degree in Communication with a concentration in public relations, advocacy and persuasion and a minor in Political Science from Old Dominion University in 2019. She earned her Master of Public Administration degree from Old Dominion University in 2021. She's also a member of the American Planning Association. Jeanne began her career with York County in 2021 as a Management Analyst Intern. In 2022 she was promoted to Management Analyst and was promoted to her current position in 2024.
