Mark Bellamy, Deputy County Administrator. His responsibilities include management oversight of Public Works, Human Resources, Planning and Development Services, Public Affairs, and the Department of Economic and Tourism Development.
Public Works’ functional areas include; Engineering, Facility Maintenance, Fleet Services, Grounds Maintenance, Infrastructure Management, Project Inspections/ Development Site Work, Stormwater, Utility Operations and Waste Management. Human Resources supervises the hiring of County staff, compensation and benefits, training, and more. Created in 2018, the Department of Planning and Development Services includes; Building Safety, Planning and Development Services (Subdivision/Site Plan Review, Zoning and Code Enforcement).
Mr. Bellamy also oversees Public Affairs and Real Estate Assessment.
In addition to these direct responsibilities Mr. Bellamy represents the County interests both locally and regionally with the Virginia Peninsula Regional Jail, Williamsburg Area Transit Authority, Langley Civic Leaders Association, and is actively involved in the County's shared services with the York County School Division and Virginia Peninsula Public Service Authority. He is a past-president of the Grafton Kiwanis Club.
Mr. Bellamy joined York County in 2001 as the Fleet Manager. He was most recently the Director of Public Works and before that the Director of General Services.
He holds a BA in Business from Virginia Wesleyan University and a Master's of Business Administration from Averett University. In 2016 he graduated from the University of Virginia’s Weldon Cooper Center for Public Service Senior Executive Institute.
