As Facility Maintenance Manager, Brett Cowan oversees the maintenance, repair and general upkeep of all County buildings and facilities. Mr. Cowan began his career as a Journeyman electrician upon completion of a four year apprenticeship program through the IBEW Local 1340 in 1990. In February 1996, he began his career with York County as a pump station electrician for EDS Utilities and was promoted to Utilities Operations Supervisor in 2009. In January 2011, he moved into the General Services department serving as Master Electrician for all County buildings. In January of 2016, he was promoted to Building Trades Supervisor, overseeing all electrical, carpentry and locksmith work.
