About Earl Anderson

Earl W. Anderson is the Chief of Development Services, overseeing the site plan and subdivision review process to ensure that plans comply with current County Code requirements and investigating property-related nuisances to ensure compliance. Mr. Anderson also serves as the staff liaison to the Historic Yorktown Design Committee. Earl received a Bachelor of Science degree in Community and Regional Planning from Appalachian State University in 1999 and has been a member of the American Institute of Certified Planners since 2005. 

In addition, he has served on the Board of Directors for the Virginia Chapter of the American Planning Association since 2004, currently serving as the Past President. Mr. Anderson has previously held several planning positions with the City of Harrisonburg and served as a Utility Planner for the City of Richmond. He was hired as a Planner for York County in 2004, was promoted to Senior Planner in 2015, and Chief of Development Services in 2023.
