No, a parent can not refer their child to any of the Juvenile Service's programs.
Youth are referred to Juvenile Service's programs by the Court Services Unit, the Department of Social Services, and by Judge's order.
Currently, Juvenile Services serves youth within the 9th District Court Services Unit, however, other localities can purchase services.
