Amy Raye Etheridge is currently the County's Acting Director of Human Resources and is responsible for the success of human resources programs to include but not limited to recruitment, selection, classification, compensation, employee relations, employee benefits, training, unemployment insurance, and employee safety.  Ms. Etheridge is also responsible for interpreting existing or writing new personnel policies and procedures; addressing employee complaints or concerns; assisting County staff in personnel matters; and acting as liaison to outside organizations and agencies involved in County personnel matters.  She plays an active role on the County's Safety Committee and is the Co-Chair of our Wellness Committee.

About Amy Etheridge

Ms. Etheridge began working in York County in 2013 as a Senior Human Resources Analyst and held the position of Human Resources Administrator prior to becoming the Deputy Director of Human Resources in October of 2017.  Ms. Etheridge received a Bachelor of Science Degree in Administration of Justice and Psychology from Virginia Commonwealth University.  Additionally, Ms. Etheridge holds two senior level HR certifications: Senior Professional in Human Resources (SPHR) and International Public Management Association - Senior Certified Professional (ICMA-SCP).

Ms. Etheridge has worked in the field of Human Resource Management for more than 20 years for various companies – Marriott International, Fisher and Phillips LLP, Riverside Health Systems and Omni Hotels and Resorts to name a few.  She is an active member of various local and national training and human resource organizations.

Brian Fuller is the Director of Community Services. He supervises the divisions of Children and Family Services, Juvenile Services, Housing and Neighborhood Revitalization, and Parks, Recreation, and Tourism. In his capacity as director, he also oversees the activities of the York-Poquoson Office of Virginia Cooperative Extension. 

The division also has liaison responsibility for over 10 Boards and Commissions/Committees that assist in carrying on the work of the County.

About Brian Fuller
Mr. Fuller holds a Bachelor's degree in Parks and Recreation, Leisure Services, and Physical Education from Virginia Wesleyan College (1984), became a Certified Park and Recreation Professional in 1990 and is a 2015 graduate of the Historic Triangle LEAD program. Mr. Fuller completed a Graduate Certificate in Local Government Management through Virginia Tech in 2017. 

Mr. Fuller began working in York County in 1984 as a Recreation Supervisor I and held the positions of Recreation Supervisor II, Parks Recreation and Tourism Manager and Deputy Director of Community Services prior to becoming Director. He has been an active member of both the Virginia Recreation and Park Society (VRPS) and the National Recreation and Park Association (NRPA) for over 30 years.
