About Neil Morgan

Neil Morgan is the County Administrator for York County, Virginia. In this position, he reports to the Board of Supervisors and is the administrative leader of the County government. He received a B.A. with minors in education, economics, government, and history from the University of Virginia; an M.A. in public administration from West Virginia University; and completed post master’s course work in public administration and public affairs at Virginia Tech.  

After teaching school in the early 1980s, Mr. Morgan began his local government career in 1985 as a budget analyst for the City of Roanoke, Virginia.  In 1986, he started a 27-year career with the City of Newport News, initially in the Department of Planning and Development as a Project Coordinator, eventually becoming the department’s Assistant Director.  In 1997, he was promoted to Assistant City Manager, then Deputy City Manager, and was City Manager from 2009 until 2013.  He led the City successfully through the recession, improved the City’s sustainability programs, and worked to further tax-producing developments such as City Center, a 52-acre high-density mixed-use development, and reinvesting and revitalizing Newport News’ Southeast Community.  

In 2013, Mr. Morgan moved to southwest Virginia to take a faculty position with Virginia Tech.  He served for two years as a Senior Fellow with Virginia Tech’s Center for Organization and Technical Advancement.

Mr. Morgan returned to local government in his current role as York’s County Administrator in 2015.  He has conducted a Strengths, Weaknesses, Opportunities, and Threats (SWOT) Analysis and implemented several upgrades to provide better services and a high level of transparency for the County.   He has worked to establish a sustainable capital budget and the first strategic priorities for the County including providing exemplary public safety and excellent educational opportunities.   Mr. Morgan guided the County through the COVID-19 pandemic while collaborating with 16 localities on the Virginia Peninsula and Southside Hampton Roads to provide a regional response.

In his spare time, Mr. Morgan enjoys meteorology, history, basketball, and NCAA sports.
