Bill Tobey


As one of York County’s Grounds Maintenance Operations Superintendents, Bill Tobey is responsible for numerous crews of Public Works Grounds Maintenance employees. These crews are responsible for the repair and maintenance of the grounds at the McReynolds Athletic Complex (MAC), parks, all park and school athletic fields, and Riverwalk Landing/Yorktown. Mr. Tobey is also responsible for assisting Parks & Recreation, and the Department of Economic & Tourism Development with their special events/projects that happen at various County sites. 

Mr. Tobey graduated from Arizona State University in December 1990 with a Bachelor of Science in Political Science.  He started his career with York County in January of 2009 in Parks and Recreation.  Mr. Tobey was hired as a Recreation Supervisor I, coordinating adult sports, and then took on youth athletics before becoming the Facility Coordinator.  He is a Certified Parks and Recreation Professional, a Certified Playground Safety Inspector, a CPR Instructor, and a former Firefighter and EMT.  Mr. Tobey worked in Parks and Recreation for 14 years until his recent promotion to Public Works.
