Stephen P. Kopczynski, Fire Chief/Director of the Department of Fire & Life Safety

Stephen P. Kopczynski, Fire Chief/Director of the Department of Fire & Life Safety, is responsible for the oversight and direction of the activities of the department with operations and services that are provided 24 hours a day/365 days a year. This work includes direction of all emergency management, fire, rescue, emergency medical service functions, fire prevention, community safety, animal control and other fire and life safety functions, as well as serving as a member of the emergency communications/9-1-1 policy team and the regional radio communications policy team. Additionally, Chief Kopczynski serves as the county’s Coordinator of Emergency Management which involves oversight/coordination of all areas of the county’s preparation for, response to and recovery from major emergencies or disasters.

Sherl Emerson, Administrative Services Manager

The department’s Administrative Services Manager, E. Sherl Emerson, is responsible for coordinating administrative programs and business services for the department. This includes developing and coordinating procedures for the management of administrative communications, records and data management, fiscal/budgeting services, grant administration, payroll/human resource management and other related business services. Ms. Emerson provides administrative services and support efforts for the county's disaster preparedness programs and Emergency Operations Center operations.

Mitch Monroe, Animal Control Supervisor

Animal Control Supervisor Mitch Monroe is responsible for oversight and supervision of the Animal Control Bureau. Officer Monroe and the bureau are responsible for the enforcement of the state laws and local ordinances and regulations of York County pertaining to animal control and protection. He and the bureau work to ensure the humane treatment of animals and the prevention of cruelty.  They also coordinate efforts related to the operations of the Peninsula Regional Animal Shelter and the interaction and use of the Heritage Humane Society animal shelter.

Assistant Chief Jeffery S. Payne, Division Manager for Fire and Rescue OperationsAssistant Chief Jeffery S. Payne is the division manager for Fire and Rescue Operations, which includes emergency response operations and non-emergency response services from the county’s six fire stations. The delivery of these operations and services include: incident management, fire suppression/firefighting, emergency medical care and transportation, rescue and hazardous materials response, as well as the delivery of fire, injury prevention and life safety public education programs/services in support of the Prevention and Life Safety Division or other departmental divisions. 

The Fire and Rescue Operations Division comprises the largest portion of the department. This division is made up of three shifts, each working 24 hours on duty and then 24 hours off over a 15 day period. Each shift is comprised of fire and rescue operational members who respond from six neighborhood fire stations. These stations are located in the Grafton, Tabb, Bruton, Yorktown, Lightfoot/Skimino, and Seaford communities of York County.

Acting Battalion Chief Alan Turner, is Deputy Chief of the Prevention and Community Safety Division. Mr. Turner is responsible for community risk reduction through the delivery of fire and life safety injury prevention and awareness programs, enforcement of state and local fire and life safety codes and animal control laws and regulations, fire inspections and investigations, and the coordination of hazardous materials reports, hazardous materials technical support, regulation compliance and response support. He is also a Deputy Coordinator of Emergency Management.

Christopher W. Sadler, Assistant Chief for the Technical Services and Special OperationsChristopher W. Sadler is the Assistant Chief for the Technical Services and Special Operations division.  As such, Assistant Chief Sadler is responsible for the management, coordination and oversight of the department’s logistics functions; oversight of the department health and safety program; management and coordination of the department’s special teams functions, as well as liaison and coordination with regional, statewide and federal response teams (and related training), as well as the department’s participation with regional, state and federal special response teams/operations.  He is also responsible for the coordination of the department’s involvement with special events.
