Deborah Morris, CPA - Controller

As director of the Finance Department , Debbie Morris is responsible for the efficient and effective operations of the Divisions of Fiscal Accounting Services, Budget, Accounting & Financial Reporting and Central Purchasing.  Work performed in these divisions includes payroll, accounts payable, miscellaneous accounts receivable, utility billing, risk management, grants management, preparation of the County’s budget and the Comprehensive Annual Financial Report, and procurement.  Mrs. Morris assists Deputy County Administrator Vivian Calkins-McGettigan in the development of policies and confers on a variety of issues and concerns pertaining to the operation and management of the county government.

Mrs. Morris holds a Bachelor of Science in Accounting degree from Christopher Newport University and is a Certified Public Accountant.  She began her career with York County in 1995 as the Accounting Manager, was promoted to Chief of Fiscal Accounting Services in 1996, and to Controller in 2014.  

The Controller provides oversight for the Divisions of Budget and Financial Reporting, Central Purchasing and Fiscal Accounting Services. The Controller is responsible for financial systems, procedures, internal controls, budgets and reports on the County’s fiscal condition.

Jeffrey J. Kantor, Chief of Fiscal Accounting ServicesJeffrey J. Kantor, Chief of Fiscal Accounting Services, manages and supervises the staff of the Fiscal Accounting Services Division.  The division includes the functions of payroll and the timekeeping system; accounts payable and accounts receivable; utility billing; the recordation of financial transactions; grant review and financial management; risk management; workers compensation; and the County-wide mail delivery services.

Mr. Kantor received his Bachelor of Arts degree at the State University of New York at Oswego and completed accounting coursework at Le Moyne College.  He is an active Certified Public Accountant with experience as a Controller and as an Assistant Fiscal Director.

Stephanie Moss, Chief of Budget and Financial Reporting


The Chief of Budget, Stephanie S. Moss, is responsible and accountable for the administration and supervision of the Budget Division.  Mrs. Moss received a Bachelor of Arts from Randolph Macon College.  She is a Certified Public Accountant with public accounting, risk management and internal auditing experience. 

The Budget Division prepares the County’s annual operating and capital budgets for submission by the County Administrator to the Board of Supervisors.  In addition, the Division is responsible for projections and forecasting, bond issuances for capital projects, program evaluation and special project analysis.

Carolyn T. Cuthrell, Chief of Accounting and Financial ReportingCarolyn T. Cuthrell, Chief of Accounting and Financial Reporting, manages and supervises the staff of the Accounting and Financial Reporting Division. The division conducts and coordinates complex professional accounting work involving the research, analysis, preparation and maintenance of financial information for audit and financial reporting purposes and fiscal control work. 

Ms. Cuthrell received her Bachelor of Business Administration degree in Accounting from the College of William and Mary and began her employment with the County in 1994.  During her tenure with the County, she has held various positions in Accounts Payable, Utility Billing, Budget & Financial Reporting, and Fiscal Accounting Services.  

The Division of Accounting and Financial Reporting is responsible for the recordation of financial transactions of the County and the preparation of the County's Comprehensive Annual Financial Report (CAFR). It is also the audit liaison for the County's annual financial audit.

T. W. (Tom) Sawyer, Purchasing AgentT. W. (Tom) Sawyer is the Purchasing Agent for the County and the York County School Division.  The Central Purchasing Office provides procurement of goods and services for all offices, agencies and Boards of the two entities. The purpose of the consolidation of purchasing functions for both organizations is to realize cost savings , to standardize procedures to achieve County-wide consistency in purchasing policy and vendor/supplier relations, and to dispose of surplus property. 

Mr. Sawyer obtained a Bachelor of Arts degree in Business Administration at St. Leo College while employed as the Director of the Central Warehouse for the City of Hampton and Hampton City Schools.  He worked for the City of Newport News as Assistant Purchasing Agent until 1984  when he was hired by York County to operate the Purchasing function.  He holds lifetime certificates as a Certified Public Purchasing Buyer  and a Certified Public Purchasing Officer  from the Universal Public Purchasing Certification Council.
