Neil Morgan is the County Administrator. As the Chief Administrative Officer of York County, Mr. Morgan is responsible for the execution of policies established by the Board of Supervisors, the planning and implementation of programs and services to the citizens, visitors and businesses of York County, and the administrative oversight of the county’s departments. Mr. Morgan works to continue York County’s excellent tradition of quality customer service and strives to maintain the standard of living residents of York County have come to enjoy.
Mr. Morgan received his Bachelor of Arts degree from the University of Virginia and his Master of Public Administration degree from West Virginia University. He furthered his education by completing post graduate course work in public administration and public affairs at Virginia Tech.
Mr. Morgan was hired in 1979 as a school teacher in Newport News, followed by a position with the City of Roanoke as a Budget Analyst. In 1986, he returned to this area and was hired by the City of Newport News as a Project Coordinator with the Department of Planning and Development. Following his promotion as the department’s Assistant Director, he was promoted to Assistant City Manager in 1997. After a second promotion to Deputy City Manager, Mr. Morgan was named City Manager in 2010. Three years later, he left Newport News and took a position with Virginia Tech’s Center for Organizational and Technical Advancement as a Senior Fellow. Mr. Morgan returned to the Virginia Peninsula in 2015 as York County’s Administrator.
