SUBMITTALS OF SEAL BIDS AND PROPOSALS
TO THE PURCHASING OFFICE
Due to COVID-19, the Finance Building is closed to visitors. However, the Purchasing Office is open to staff, who can accept sealed Bids and Proposals between the hours of 9:00 am -12:00 pm, and 1:00 pm - 4:00 pm. If you need to deliver a Bid or Proposal, call 757-890-3684 upon arrival at the building, and staff will come to the door to retrieve your documents and deliver them to the Purchasing Office to be time-stamped in. Documents cannot be considered if the time-stamp is after the deadline specified in the solicitation document. The County is not responsible for time elapsed from retrieval at the door to being time-stamped in the Purchasing Office.
Delivery by couriers (i.e.: UPS, FedX, USPS) are subject to the same conditions specified above.
MAKE PROVISIONS FOR YOUR SUBMITTALS TO BE RECEIVED AND TIME-STAMPED IN BY THE DEADLINE SPECIFIED IN THE SOLICITATION.
Bids will be opened after the specified time, and tally information will be posted to eVA by the next business day. [Proposals are never publicly disclosed until after evaluation and award].
Only Responses to Request For Quotes (RFQs) can be emailed to the Contract Officer.
This Notice is effective immediately and until removed from the Purchasing website www.yorkcounty.gov/purchasing .

Central Purchasing buys goods and services for all offices, agencies and boards within York County and the York County School Division. The purpose is to:
- Buy goods and services at the least cost and in a timely manner, consistent with County policy.
- Realize cost savings from consolidation of purchasing actions for both organizations.
- Standardize procedures for County-wide consistency in procurement policy and vendor/supplier relations.
- Provide for the sale or disposal of surplus property for the County and School Division.
Central Purchasing is a member of the National Institute of Governmental Purchasing (NIGP), the Virginia Association of Governmental Purchasing (VAGP), the Southeastern Virginia Governmental Purchasing Cooperative (SVGPC), and the Southeastern Virginia Public Fleet Consortium (SVPFC).
