Smart Pay

Overview


Customers enrolled in Smart Pay will pay their utility bill by having a checking account automatically debited on the date the bill is due.

York County utility bills (recycling, sewer maintenance, trash and water service for some residents) are due:
  • 5 p.m.
  • On the 15th every:
    • February
    • April
    • June
    • August
    • October
    • December

Enroll


To enroll:
  1. Complete a Smart Pay Authorization Form, print and sign.
  2. Attach a voided check* for a personal/business checking account and:

    National Automated Clearing House Association (NACHA)  requires the Treasurer’s Office validate the routing and account numbers. This is satisfied by providing a bank document as requested.

Once enrolled, on the due date, your York County utility bill will be paid by automatic debit from a bank account.

The Smart Pay Authorization Form and voided check must be received in the Treasurer's Office 6 weeks prior to the due date, to accumulate in the utility billing cycle.Smart Pay Start Schedule

Change Bank Account

To change the bank account that your York County Utility Bill is being debited from:

Complete a Smart Pay Bank Change Request and send with a voided check through one of the following options:

Bank changes must be received in the Treasurer's Office at least 7 business days prior to the scheduled debit/due date.

Address Change


If you are moving within the County and are enrolled in Smart Pay, contact the Utility Billing Office at 757-890-3702 and they will assign a new account number for the new address. A cancellation form for the old address will need to be submitted along with a signup form for the new address. This process may take a billing cycle to enroll the new address in Smart Pay. 
 
  

Cancelling Smart Pay


Smart Pay Cancellation Form must be received 7 business days prior to the scheduled debit/due date.
