VICTIMS' RIGHTS HISTORY
 

2003     The PROTECT Act of 2003, also called the "Amber Alert" law, creates a national network of
            AMBER (America's Missing: Broadcast Emergency Response) to facilitate rapid police and
            community response to abducted children.

            Congress makes the Office on Violence Against Women a permanent independent office
            within the Department of Justice.

             The National Domestic Violence Hotline receives its one millionth call.

             The Office for Victims of Crime (OVC) celebrates its 20th anniversary.
