VICTIMS' RIGHTS HISTORY
 

1992     Five states—Colorado, Kansas, Illinois, Missouri, and New Mexico---ratify 

            constitutional amendments for victims’ rights.

             Twenty-eight states pass anti-stalking legislation.

             Massachusetts passes a landmark bill creating a statewide computerized domestic 

             violence registry and requires judges to check the registry when handling such 

             cases.
