RIGHTS HISTORY
1983 The Office for Victims of Crime (OVC) is created by the
U. S. Department of Justice
to implement recommendations from the President’s Task force on Victims of
Crime.
The U. S. Attorney General issues guidelines for federal victim and witness
assistance.
The International Association of Chiefs of Police Board of Governors adopts a
Crime Victims’ Bill of Rights and establishes a victims’
rights committee to bring
about renewed emphasis on the needs of crime victims by law enforcement officials
nationwide.
