1979
Frank Carrington, considered by many to be the father of
the victims’ rights
movement, founds
the Crime Victims’ Legal
Advocacy Institute, Inc., to promote
the rights of crime victims in the civil
and criminal justice systems. The non-profit
organization was renamed VALOR,
the Victims’ Assistance Legal Organization,
Inc., in 1981.
