A Step by Step Guide

BUSINESS LICENSE - Business licenses are issued by the Commissioner of the
Revenue. A fee based on your business's first year's anticipated
revenue will be charged. At the end of the first year, the fee will be
adjusted, based on actual revenue. In succeeding years, you will be
taxed on the preceding year's receipts. All business licenses must be
renewed by March 1 each year. The tax year is January 1 through
December 31. If, when applying for a business license, the office
feels there is an issue of concern, you will be advised whom to contact and

ZONING & CODE ENFORCEMENT - This office will determine whether the
proposed location for your business meets zoning requirements. All
businesses are required to file for zoning clearance, but that application
is completed by the Commissioner of the Revenue's office and forwarded to
the Department of Environmental & Development Services' Division of
Development & Compliance for final approval.

should be addressed ONLY if building or site improvements are anticipated
and/or changes in current use of the building or site are anticipated by the
new business.
3. SITE PLAN - If you
are constructing a new building or renovating an existing structure, you may
need to prepare a site plan according to the York County Zoning Ordinance
and submit it to the Department of Environmental & Development Services'
Division of Development & Compliance which will coordinate with other
County departments and agencies as needed.
The site plan must show
parking spaces, building locations, lot lines, locations of dumpsters,
traffic circulation, erosion and sediment control, stormwater management,
landscaping, utilities, etc. You may purchase a copy of the Zoning
Ordinance from the Department of Financial & Management Services'
Division of Planning. The ordinance, and County employees, can explain

4. LAND DISTURBING
ACTIVITY PERMIT - This permit pertains to erosion and sedimentation control
and is required when the area of land disturbance will exceed 2,500 square
feet. Contact the Department of Environmental & Development

5. UTILITIES - It may
be necessary to extend sewer or water lines to the site. Contact
the Department of Environmental & Development Services' Division of
Utilities Operations & Engineering, 105 Service Drive.

6. BUILDING PERMIT -
Plans for proposed new construction or renovation/alteration of existing
buildings require issuance of a building permit. Plans must be
submitted for review and approval. A fee, based on square footage for
new construction, or a percentage of value for renovations, must be paid
before issuance of the permit. When all County departments, the Health
Department and the Virginia Department of Transportation have approved the
site plan and building plans, you can obtain a building permit to begin
construction.
During construction, several
inspections must be made to ensure that work underway meets County Building
Code requirements. New or renovated buildings may not be occupied
until all inspections have been made and a Certificate of Occupancy has been

7. HEALTH DEPARTMENT
PERMIT - If your business will prepare or serve foods in any way, you will
need a permit from the Health Department. Contact the Health
