HEAD START. Head
Start is a federally-funded preschool program offering
comprehensive child development services to eligible 3- and 4-year-olds
and their families. Its efforts are to improve
performance of children before entering public schools. Children attend
half-day sessions September through May. Telephone - (757) 890-3888. Head Start is located in the Griffin-Yeates Center, Tabb
Elementary School, Grafton Bethel Elementary School and Yorktown Elementary School.
HEALTH DEPARTMENT.
The Health Department is a state agency. Costs for
services are based on income. County residents may receive service at the
Peninsula Health District Office, 416 J. Clyde Morris Boulevard, Newport
News. Telephone - (757) 594-7300. Septic tank and well permits may be applied for
at 1202 Old Colony Lane, Williamsburg. TDD - (757) 594-7413.
For primary health care services, all residents of York County may use the
Old Towne Clinic at 5249 Old Towne Road. Telephone -

HIGHWAYS. Any residential street or highway with a
route number is maintained by the Virginia Department of Transportation (VDOT).
To report the need for snow plowing, road repairs, or
changes in speed limits or signs, call VDOT's Williamsburg office at
(757) 253-4832. VDOT also has a maintenance office on Seaford Road.

HOUSEHOLD CHEMICAL DISPOSAL. This special program,
offered by the Virginia Peninsula's Public Service Authority (VPPSA),
provides an opportunity for York County residents to dispose of a variety of
household chemicals and paint products, including: gasoline, insecticides,
paint, brake fluid, herbicides, solvents and cleaners. Collections take
place the second Saturday morning every
other month, March
through November from 8 a.m. to noon. This
program is available for York County residents only; proof of residence may

HOUSING &
NEIGHBORHOOD REVITALIZATION. Administers federally funded
Housing Choice Voucher program and home rehabilitation grants, conducts home ownership
and mortgage counseling, and engages in other assisted housing programs. This
division processes eligibility for the County's Utility Connection Fee
Assistance Program in utility expansion service project areas. Information
and referral counseling is provided for Landlord/Tenant issues, Fair Housing
and Equal Opportunity, Budgeting, Home Ownership, Home Maintenance, and
Family Self-Sufficiency Program. A division of the Department of Community

HOUSING PARTNERSHIPS. This is a private, non-profit
regional organization that provides housing rehabilitation assistance to very low-income
households. This is accomplished largely through the use of volunteers and donated goods.
York County makes a financial contribution to this organization.

HUMAN RESOURCES.
Responsible for the maintenance of the pay and classification plan; the
development of personnel policies and procedures; employee relations; and
the administration of employee benefits. The Human Resources division is
also responsible for employment and recruitment, the County's training
program and assisting with matters concerning employee safety. A division of

HUNTING AND FISHING.
Licenses are sold by most boating and marine supply and other retail stores
