Coxton, Jr.: Request to amend the York County Zoning Map by reclassifying a 2.06-acre portion of a 4.38-acre parcel of land located at 901 Old York-Hampton Highway (Route 634) from Limited Industrial (IL) and General Business (GB) to conditional IL subject to voluntarily proffered conditions. The property, further identified as Assessor’s Parcel No. 24-99, is located on the south side of the Fort Eustis Boulevard extension (Route 1050) at its intersection with Old York-Hampton Highway. The applicant has proffered to exclude certain uses normally permitted in the IL zoning district. The Comprehensive Plan designates the area as General Business and Limited Industrial with a Mixed Use overlay. Recommended approval

Application No. UP-728-07, Premier Properties USA, Inc.: Request for a Special Use Permit, pursuant to Sections 24.1-466(g) and (h) of the York County Zoning Ordinance, to authorize a retail center of more than 80,000 square feet of gross floor area (The Marquis, Phase 2) located at 500 Marquis Parkway and further identified as a portion of Assessor’s Parcel No. 11-4-3.  The property, containing 58.94 acres of a 220.06-acre parcel, is located in the southeast quadrant of the southern Humelsine Parkway (Route 199)/Interstate 64 interchange and south of Water Country Parkway (Route 640). The property is zoned EO (Economic Opportunity) and is designated Economic Opportunity in the Comprehensive Plan. Motion to recommend approval failed 3:3
