The property is zoned GB (General Business) and is identified as Assessor’s Parcel No. 9-14.  The property is located on the east side of Palace Lane (Route 690), approximately 600 feet north of its intersection with Bypass Road (Route 60).  The property is designated for General Business development in the Comprehensive Plan.  Application No. UP-717-07, FF Acquisition, LLC: Request for a Special Use Permit, pursuant to Section 24.1-306 (Category 12, No. 2) of the York County Zoning Ordinance, to authorize the establishment of a four-pump (8 fueling station) automobile fuel dispensing facility on a 0.62-acre parcel of land located at 6554 George Washington Memorial Highway (Route 17) at its intersection with Goodwin Neck Road (Route 173). The property, further identified as Assessor's Parcel No. 24-65-1, is zoned GB (General Business) and is designated for General Business development in the Comprehensive Plan.  Recommended approval

 Application No. ZT-107-07, York County Board of Supervisors:  Request to amend Article III, Division 6. - Planned Development Districts, of the York County Zoning Ordinance (Chapter 24.1, York County Code) to modify the current planned development district regulations to create two distinct types of planned development opportunities – the PDR – Planned Development Residential district and the PDMU – Planned Development Mixed Use district.  The PDR district could be applied in areas designated for residential development by the Comprehensive Plan and could include incidental commercial development.  The PDMU district could be applied in any of the areas designated for mixed use development by the Comprehensive Plan and must contain an integrated mixture of commercial and residential uses.  The proposed regulations would establish minimum commercial / residential development ratios, design standards and guidelines to facilitate and encourage pedestrian-oriented “main street” layouts, and minimum standards for concurrent development of the commercial and residential components.  All planned development proposals would be subject to review and approval by the Board of Supervisors. Application No. ZT-108-07, York County Board of Supervisors:  Request to amend Section 24.1-104, Definitions, of the York County Zoning Ordinance (Chapter 24.1, York County Code) to modify the definition of “senior housing” to stipulate that a senior housing facility / development is one in which at least 95% of the units are occupied by at least one person age 62 or older and furthermore that no person under the age of nineteen (19) may be a resident.  The current definition stipulates that all units in the development or facility must be occupied by at least one person age 62 or older. Recommended approval with revision (95% of units to 80%)

Old Business

Application No. ZM-106-07, Edward E. Hall:  Request to amend the York County Zoning Map by reclassifying a 1.01-acre parcel of land located at 464 Catesby Lane (Route 608) at the northeast corner of the Catesby Lane cul-de-sac from R13 (High-density Single-Family Residential) to GB (General Business) subject to voluntarily proffered conditions.  The proffered conditions would require an 8-foot stockade fence and a 35-foot landscape buffer along the southwestern boundary of the property and prevent vehicular access to the property from Catesby Lane. The property is further identified as Assessor’s Parcel No. 10-15 and is designated for High Density Residential development in the Comprehensive Plan. (Tabled at the February 14, 2007 meeting) Recommended approval

Application No. UP-715-07, Edward E. Hall:  Request for a Special Use Permit, pursuant to Section   24.1-306 [Category 12, No. 5(b)] of the York County Zoning Ordinance, to authorize an auto/light truck sales, rental, and service establishment with body work and painting located at 535 Second Street (Route 162) (site of existing Ebby’s Auto Painting and Collision) and 464 Catesby Lane (Route 608) approximately 300 feet west of the intersection of Second Street and Merrimac Trail (Route 143) and at the northeast corner of the Catesby Lane cul-de-sac.  The properties, identified as Assessor’s Parcel Nos. 10-3A (535 Second Street) and 10-15 (464 Catesby Lane) are zoned GB (General Business) and R13 (High-density Single-family Residential) respectively and are designated General Business and High-Density Residential in the Comprehensive Plan.  This application is contingent on the approval of Application No. ZM-106-07 listed above, which seeks to reclassify the Catesby Lane parcel from R13 to GB, thus permitting auto/light truck sales, rental, service with body work and painting with a Special Use Permit. (Tabled at the February 14, 2007 meeting).  Recommended approval
