UP-631-04, Loretta H. Quesenberry:
Request for a Special Use Permit, pursuant to Section 24.1-283(b) of
the York County Zoning Ordinance, to authorize the establishment of a
nail salon as a home occupation within a single-family detached dwelling
located at 371 East Rochambeau Drive. The one-acre parcel is located on
the south side of East Rochambeau Drive (Route F-137), approximately 200
feet east of its intersection with Schenck Drive (Route 1401) and is
further identified as Assessor’s Parcel No. 5A-3-20. The property is
zoned RR (Rural Residential) and is designated for Low Density
Residential development in the Comprehensive Plan.

of Supervisors: Consider amendments to various sections
of the York County Zoning Ordinance (Chapter 24.1, York County Code) to
revise:
Section 24.1-306, Table of
Land Uses, to require Special Use Permits for all Convenience
Stores, Gas Stations and other Auto Fuel Dispensing Uses, Car Washes,
and New and Used Vehicle Sales establishments;
Sections 24.1-466
(Standards for all Retail Uses), 24.1-467 (Standards for Convenience
Stores), 24.1-475 (Standards for all Motor Vehicle and Transportation
Related Uses), 24.1-477 (Standards for Auto Fuel Dispensing
Establishments, Service Stations and Auto Repair Garages), and 24.1-478
(Standards for Car Washes) to establish performance standards
requiring the removal of fuel tanks, pump islands, wash equipment,
canopies and similar appurtenances associated with gasoline sales
establishments and car washes that have been inactive/out of business
for more than nine (9) consecutive months, and to require execution of
performance agreements to guarantee such removal;
Sections 24.1-466 and 475
to make vehicular circulation drives associated with commercial and
retail uses adjacent to residential properties subject to the same
setback and screening requirements that apply to parking spaces;
Section 24.1-475
to increase the requirements for shielding lighting on gasoline station
canopies, to clarify the requirements for screening of vehicle bays at
auto-related uses, and to prohibit signage on gasoline station canopies.
