Study: Toward 80,000
Since the adoption in 1991 of York County’s
Comprehensive Plan, the concept of a “maximum build-out population”
has been a critical factor guiding planning and zoning decisions in the County.
The maximum build-out population is an estimate of the total number of people
who would be living in York County if all the residential land were developed at
its highest allowable density. The
Comprehensive Plan established 80,000
as the desirable maximum build-out population, and residential land use
densities were established and applied to areas of the County with the intent of
achieving this goal. The goal of an 80,000 build-out population was reaffirmed
in the
Comprehensive Plan update adopted by the Board in 1999. This
study, completed in September 2002, finds that the County appears to be on track
toward meeting this goal, with an estimated maximum build-out figure of
approximately 81,000 under almost any realistic development scenario.
