JOINT MEETING WITH
THE YORK COUNTY PLANNING COMMISSION
Members of the Planning
Commission Present: Michael H.
Hendricks, Chairman; Ann F. White, Vice Chairman; Nicholas F. Barba;
Robert D. Heavner; Al Ptasznik; Andrew A. Simasek; and Alexander T.
Hamilton.
After dinner,
Chairman Burgett noted this meeting was scheduled as an
opportunity for the Board members to talk one-on-one with the members of
the Planning Commission. He noted the drafts of the Zoning Ordinance
amendments were looking good, especially the senior housing and
accessory apartment amendments.
Mr. Hendricks
noted he was happy that the Board of Supervisors was using the Planning
Commission for special issues. He stated the County’s staff support is
excellent.
Mr. Wiggins
stated he always appreciated the opportunity to meet with the Planning
Commission members, and noted that although the two bodies did not
always agree, the Board respects and values the Commission’s
recommendations.
Mr. Hendricks
indicated the Planning Commission was happy to focus on land issues
rather than politics.
Discussion
followed concerning the small number of land use applications on which
the Board and the Planning Commission had differing opinions.
Mr. Zaremba
asked that the minutes of the Planning Commission meetings contain more
substance. He stated the Board needs to know why a Planning Commission
member voted against a particular application.
Mr. Simasek
stated he would like to see the same from the Board of Supervisors
minutes, noting it was important for the Planning Commission to
understand the philosophy behind the disagreement.
Mr. McReynolds
noted that many times the vote against an application does not reflect
why a Board member voted against it; the minutes cannot reflect what was
not stated.
Mrs. White
stated it was her sense of the meeting that the Planning Commission is
adequately covering the issues of land use.
It was noted by
the Board members that the Planning Commission was doing an excellent
job.
Mr. Simasek
asked where the Board was with the Yorktown design.
Mr. McReynolds
provided a brief overview of the negotiations regarding the Yorktown
project.
Discussion
followed on the Yorktown project. Discussion also took place on the
Great Wolf Lodge development in the County. It was noted that there had
been some incorrect information printed on the Creekside Landing
subdivision project by the local newspapers that had residents very
concerned. It was agreed that the developer should hold a neighborhood
meeting to discuss the concerns of the residents and provide them with
correct information.
Meeting Adjourned.
At 6:42 p.m. Chairman Burgett declared that the meeting be
adjourned to 8:00 a.m., Saturday, February 15, 2003, in the
Confederation Room, Ramada Inn 1776, for the purpose of conducting a
retreat session.
