Adjourned Meeting
January 22, 2002
6:00 p.m.

 

Meeting Convened.  An Adjourned Meeting of the York County Board of Supervisors was called to order at 6:00 p.m., Tuesday, January 22, 2002, in the East Room, York Hall, by Chairman Donald E. Wiggins.

Attendance.  The following members of the Board of Supervisors were present: Walter C. Zaremba, Sheila S. Noll, Donald E. Wiggins, James S. Burgett, and Thomas G. Shepperd.

Also in attendance were James O. McReynolds, County Administrator; and James E. Barnett, County Attorney.

WORK SESSION

CAPITAL IMPROVEMENTS PROGRAM, FY2003-2008

Chairman Wiggins reviewed the purpose of the six-year Capital Improvements Program (CIP).

Mr. McReynolds discussed the CIP process, stating the timeline runs parallel to the operating budget track. He stated it is a planning tool used to implement the long-range Comprehensive Plan. It also allows the staff to manage a number of projects and the finances that go with them and be able to see the operational impacts years in advance. Only the first year of the CIP has funds appropriated; the five out years are there for planning purposes for the County's large investments. Mr. McReynolds then addressed the CIP funding model and its three distinct areas-General and School Funds; Utility Funds; and the Yorktown CIP. He then reviewed the funding model for fiscal years 2003-2008.

Discussion followed concerning the funding model and the relationship between the General Fund balance and the County's bond rating.

Mr. Robert S. Kraus then provided an overview of the significant projects in the Yorktown pro-gram, including current priorities and FY03 projects. He stated 80 percent of the six-year CIP for Yorktown should be under contract by the end of FY03. He provided the Board with background information on funding sources, notable changes to the program, and an overview of the grants that have been received. Mr. Kraus then discussed the current priorities, including the freight shed building, the wharf area development, and the Riverwalk west of the bridge. Projects planned for FY03 include the small boat pier, a new pier/observation deck, commercial structures, the final leg of the Riverwalk, and a parking study/analysis.

Discussion followed concerning the grant funding from the Department of the Interior for the new pier and surface treatments for either a fixed or floating pier.

Mr. McReynolds suggested that staff and perhaps a Board member go on a fact-finding mission by visiting other areas that have both types of piers and look at the pros and cons of a fixed versus a floating pier.

Meeting Recessed.  At 6:44 p.m. Chairman Wiggins declared short recess.

Meeting Reconvened.  At 6:52 p.m. the meeting was reconvened in open session by order of the Chair.

Mr. McReynolds then explained the setup of the handouts provided the Board members regarding the General Fund and Schools Fund portions of the CIP. He again noted the CIP is a plan, and changes are made as better information becomes available or priorities change.

At this time the Board members and staff reviewed the items listed in the CIP, and discussion followed concerning the Automated Emergency Notification Program, a replacement fire pumper, the County's hazmat capability, highway and transportation improvements, the sidewalk development fund and bikeways, design funding for parks, New Quarter Park development, environmental enhancement projects, and renovation of the School Board Offices. No changes to the proposed General Fund/Schools CIP were suggested by the Board members at this time.

The Board then reviewed the Utility Funds CIP, and no changes were suggested by the Board members at this time.

Mr. McReynolds indicated the Board had another work session scheduled for February 12 to discuss the CIP, but he felt the Board's questions had been answered at this time. He indicated the only topic left for the February 12 work session would be Land Use.

Mrs. Noll asked that the topic of Land Use be moved to another work session so that the Board would not meet on one topic only.

Mr. McReynolds indicated he would review the topics needing discussion by the Board and add other topics for the February 12 work session.

Meeting Adjourned.  At 7:53 p.m. Chairman Wiggins declared the meeting adjourned sine die.
