Meeting Convened. An Adjourned Meeting of the York County
Board of Supervisors was called to order at 6:04 p.m., Tuesday, May 8,
2001, in the Meeting Room, Yorktown Library, by Chairman James S.
Burgett.
Attendance. The following members of the Board of
Supervisors were present: Sheila S. Noll, Donald E. Wiggins, James S.
Burgett, and H. R. Ashe.
Walter C. Zaremba was absent.
Also in attendance were James O. McReynolds, County Administrator;
and James E. Barnett, County Attorney.
JOINT MEETING WITH THE INDUSTRIAL DEVELOPMENT AUTHORITY (IDA) OF YORK
COUNTY
IDA Members Present: Raymond W. Walsh, Chairman; Kenneth C.
Matthews, Vice Chairman; Dennis A. Holbrook; Alex G. Llorente; Bradley
E. Berrane; and R. Anderson Moberg.
AVIATION WORLD'S FAIR
Mr. Thomas J. Kallman, Chief Executive Officer, Aviation World's
Fair, Inc., briefed the Board of Supervisors and the Industrial
Development Authority on plans for the 2003 Aviation World's Fair to be
held at Newport News-Williamsburg International Airport April 7-27,
2003. He spoke concerning the organization of the company, what the Fair
will be about, and what it will do for York County.
Mr. Zaremba arrived at 6:08 p.m.
Mr. Kallman explained the mission of the Fair which will include
over 1,600 exhibits, thematic halls, specialized displays, flying
demonstrations, national pavilions/international exhibits, and
educational programs. The Fair is expected to bring in 125,000 people
the first week and 75,000 per day for the duration.
Mr. Wiggins asked how Newport News/Williamsburg International
Airport was selected as the site for the Fair.
Mr. Kallman stated he had looked at many sites offering financial
backing, but Virginia provided the political backing necessary for the
success of the event. Being close to Kitty Hawk, North Carolina, and
Washington, D.C., was also a major factor as well as the military
presence in the area.
Mr. Zaremba asked what was the nature of the support mentioned
coming from the military and other local jurisdictions. He also asked
what would be expected from York County.
Mr. Kallman indicated he had explained to Secretary DuVal that the
organization needed four things from Virginia: infrastructure, signage,
law enforcement, and $1.5 million in seed money. Mayor Frank, Newport
News, has committed $40,000 for a $400,000 exhibit for the Paris Air
Show.
Mr. Glen Oder, Local Coordinator for the Aviation World's Fair,
indicated Newport News will use part of its federal entitlement money to
pay off the debt on the fair. He also noted that when the fair is over,
the Peninsula will have a huge cul-de-sac for airplanes at the airport.
Mr. Kallman stated a third of the project will be located on York
County property, and there may be need for variances, water support,
traffic control, signage on York County poles, etc., as well as a need
for the local community to embrace the project and support it. It is an
opportunity for the smaller localities to be involved in one joint
effort. Mr. Kallman stated he felt there was a lot to be gained by the
community, but he was not looking for any direct financial support from
the County.
Mr. Oder stated the project needed to be looked at in terms of
what York County can get out of the fair. It is an investment
opportunity for York County, and the door is open to any participation
the County wants to provide.
Discussion followed concerning community involvement in the fair.
Mr. Holbrook asked what organization would be the driving force in
terms of introducing businesses to the area, and how can the County be
involved from the very beginning.
Mr. James Noel, Director of Economic Development, stated the IDA
had received a briefing from the Peninsula Alliance for Economic
Development last week, and the Alliance is looking for ways to maximize
interface with these businesses during the first week of the fair. He
stated there should be lots of venues for the County to interact with
the business that come here through tours, outings, and activities
provided for these visitors.
Mrs. Noll asked Mr. Oder to send the Board a description and list
of the Governor's committee for the fair.
PRESENTATION ON COUNTY DEVELOPMENT AREAS
Mr. Noel presented the Board members with copies of the new
marketing folders being used for their information. He then briefed the
Board and the IDA members on the five key development areas in the
County which are:
Route 17 (Salvage yard area)
Egger Tract
Route 199 Corridor (International Center)
Kings Creek Commerce Center (Fuel Farm)
York River Commerce Park
Mr. Noel stated that many business inquiries are looking for large
buildings, but there are a lot more that want smaller spaces. He
suggested the possibility of building another shell building because it
is easier for a company to move into an existing building unless it is a
company that requires special construction. Most manufacturing
industries are looking for existing 40,000-60,000 square foot buildings.
Mr. Noel noted that another shell building in York River Commerce Park
would help move the park.
Chairman Burgett indicated he felt it was time for the Board to
accomplish another shell building. He stated he would like the IDA to
take the point and come up with a plan for developing a project that
would be flexible for one or multi-users.
Mr. Zaremba noted his agreement with Chairman Burgett.
Mr. Ashe stated the County needs to continue its proactive
movement in this area. The County needs a product to promote.
Mrs. Noll agreed that a building needs to be built that provides
flexibility and is of good quality. She stated she did not feel the
County had much in the way of Class A office space. She suggested that
the IDA purchase the lot next to Cybernetics and put up a quality
building.
Chairman Burgett agreed that York County needs more Class A office
space, and the Board needs the IDA to take the point on another shell
building.
Mr. Walsh asked that the Board give the IDA 30 days to come up
with a plan.
Meeting Recessed. At 7:50 p.m. Chairman Burgett declared a short
recess.
Meeting Reconvened. At 7:58 p.m. the meeting was reconvened
in open session by order of the Chair.
APPOINTMENTS TO THE YORK COUNTY YOUTH COMMISSION (Not on Agenda)
Mrs. Noll moved the adoption of proposed R01-75 that reads:
A RESOLUTION TO APPOINT MEMBERS TO THE YORK COUNTY YOUTH
COMMISSION FOR 2001-2002
WHEREAS, the York County Board of Supervisors established the York
County Youth Commission on March 3, 1983; and
WHEREAS, the revised bylaws of December 5, 2000 direct there shall
be up to fifteen individuals appointed, three from each voting district,
grades 9 through 12, to serve on the Commission;
NOW, THEREFORE, BE IT RESOLVED by the York County Board of
Supervisors on this the 8th day of May, 2001, that the following
individuals be, and they hereby are, appointed to the York County Youth
Commission for 2001-2002.

will begin on July 1, 2001 and expire June 30, 2002.

Meeting Adjourned. At 8:02 p.m. Chairman Burgett declared
the meeting adjourned sine die.
