Adjourned Meeting
February 9, 2000
6:00 p.m.
Meeting Convened. An Adjourned Meeting of the York County Board of
Supervisors was called to order at 6:02 p.m., Wednesday, February 9,
2000, in the Board Conference Room, York County Finance Building, by
Chairman Walter C. Zaremba.
Attendance. The following members of the Board of Supervisors were
present: Walter C. Zaremba, Sheila S. Noll, Donald E. Wiggins, James S.
Burgett, and Melanie L. Rapp.
Also in attendance were Daniel M. Stuck, County Administrator; and
James E. Barnett, County Attorney.
FY2001-FY2006 CAPITAL IMPROVEMENTS PROGRAM (CIP)
Mr. Stuck discussed and reviewed the materials provided to the
Board members concerning the Capital Improvement Plan (CIP). He told the
Board they would be asked to adopt this plan on April 4, 2000, and he
further explained they could still make amendments to the plan. He also
elaborated on the York County School Division's CIP and an effort to
increase the total allocated from the State.
Mr. Zaremba indicated he would like to see a staff presentation
regarding what was contributed to the roadway system during the last
several years.
Mrs. Noll asked for the status of the Senior Center.
Mr. Stuck reported the Center was looking for a larger space.
Ms. Anne Smith explained the Senior Center's current space is
3,300 square feet, and approximately 10,000 square feet is needed for
the facility.
Mr. Stuck mentioned that the radio communication system was not
listed on the CIP, and he asked the Board to keep that in mind. He
explained that the upgraded system would serve Fire & Life Safety as
well. He also noted the Sheriff would like to put lap-top computers in
the patrol cars.
Miss Rapp asked if there was any money left over that it be put in
the budget over the next couple of years.
Mr. Wiggins questioned the status of the leaky roof at Seaford
Elementary School and asked when the repairs might be made.
Mr. Jim Wilkins, Construction Manager for York County Schools,
reported there were no major renovation plans scheduled for Seaford
Elementary School.
A brief discussion of the school allocations and the
prioritization of those allocations took place.
Miss Rapp addressed problems in her district concerning drainage.
Mr. Wiggins also addressed the serious drainage problems in the
Edgehill Subdivision.
Mr. Zaremba asked whose responsibility it was for correcting the
drainage in Edgehill.
Mr. Wiggins reported that the Highway Department was responsible,
but the subdivision was in such bad shape it would need a whole new
drainage system installed. He further explained that it was the Highway
Department's responsibility to clean out the ditches.
Mr. Zaremba asked about the cost of opening New Quarter. He asked
if it was a CIP issue or a General Fund issue.
Mr. Stuck explained that currently the park was not open unless it
was leased to a group of people. He stated the issue was whether the
Board wanted to fund the park being kept open to the public.
Mr. Zaremba stated he felt the park should be opened to the public
but at the lowest cost possible to the County.
Mrs. Noll noted her agreement with Mr. Zaremba, stating she was
also concerned about the cost.
Mr. Stuck stated staff would prepare some scenarios and cost
figures for the Board's consideration.
Mrs. Smith stated would develop an experimental plan for a trial
opening for the Board's consideration.
Mr. Stuck asked the Board members if they were comfortable with
the proposed 2001 CIP being placed in the operating budget, and were
they were comfortable funding three Circuit Court Deputy Clerk positions
from the Contingency Reserve Fund.
Discussion followed on the deputy clerk positions, and the Board
members agreed to the funding the positions.
Mr. Wiggins announced that the Colonial Criminal Justice Board
needed additional money, and he encouraged the Board to support its
request.
Meeting Adjourned. At 8:03 p.m. Chairman Zaremba declared the
meeting adjourned sine die.
