Adjourned Meeting
February 5, 2000
8:00 a.m.
Meeting Convened. An Adjourned Meeting of the York County Board of
Supervisors was called to order at 8:33 a.m., Saturday, February 5,
2000, in the Virginia Power Clubhouse, Waterview Road, by Chairman
Walter C. Zaremba.
Attendance. The following members of the Board of Supervisors were
present: Walter C. Zaremba, Sheila S. Noll, Donald E. Wiggins, James S.
Burgett, and Melanie L. Rapp.
Also in attendance was Daniel M. Stuck, County Administrator.
BOARD RETREAT
Mr. James Oliver, facilitator, spoke of how the Board shared
information with him the previous evening and stated he was very touched
by the Board's wishes and experiences. He stated the main message he
received from the discussions was can it be possible to hold on to those
wishes in order to take York County into the future. Another message, he
stated, was that continuous learning and understanding is important, and
that everyone needs to see things and people as learning opportunities.
The Board and Mr. Oliver then discussed some of the issues
impacting York County and its future. Mr. Oliver spoke of the Board
developing good leadership habits and holding true to the principle that
the Board act as a whole instead of individuals. Discussion was held on
the development of a vision statement and the Board creating a
collective agenda and conditions for success. Some time was then spent
discussing the importance of good interpersonal relations between the
Board members.
After lunch the Board worked on developing a mission statement and
goals to concentrate on during the next four years. The following
mission statement and goals were developed:
Mission
As stewards of the public trust, the Board of Supervisors will
maintain and improve the quality of life for all County citizens. The
Board will:
· Emphasize efficiency, effectiveness, and openness of County
government;
· Protect the physical, historical, and environmental heritage of
the County;
· Ensure that growth and development are positive forces on the
quality of life;
· Value and respect the individual.
Goals
1. Define and aggressively pursue economic development that
broadens the County's tax base and sustains its character and quality of
life.
2. Improve communication and respect among the Board of
Supervisors, other elected appointed officials, other agencies, County
staff, and the public.
3. Promote accountability, innovation, and excellence in providing
service to the customer.
4. Generate quality educational opportunities for all citizens.
5. Manage the provision and expansion of County services and
facilities in a manner that balances necessary increases in expenditures
with the expansion of the tax base.
With regard to a vision statement, Chairman Zaremba suggested that
staff take the vision statement of the City of Lynchburg that Mr. Oliver
shared with the Board members and incorporate it with wording reflective
of York County.
Mr. Stuck indicated staff would do that, but he suggested that the
Board try to conduct a similar session mid-year concerning the vision
statement. He indicated that the Board could take up some of the
relationship issues that came out of this retreat.
The Board then discussed some rules that should be adhered to
regarding the members' relationships with each other. The Board asked
staff to draft the rules discussed into a document that would be
provided to the Board at a later date for consideration.
Mr. Burgett moved that the Board approve the mission statement and
goals as set forth above.
On roll call the vote was:

Nay: (0)
Mr. Stuck stated that after the budget was adopted staff would
provide the Board with a proposal for a work plan that it can modify,
and staff will get started on the strategies that will be developed over
the next few months. The mission statement and goals will be made
available to the press as well as be published in Staff Stuff, Citizens
News, and placed on the County's cable channel and web site.
Meeting Adjourned. At 3:03 p.m. Chairman Zaremba declared the
meeting adjourned to 6:00 p.m., Wednesday, February 9, 2000, in the
Board Conference Room, York County Finance Building, for the purpose of
conducting a work session.
