The Disaster Mitigation Act of 2000 (DMA2000)requires state and local governments to have a Hazard Mitigation Plan to maintain eligibility for federal
mitigation funding. York County participated with the Cities of Newport News, Hampton, and Williamsburg, and James City County to complete a mitigation plan that focuses on the natural hazards, such flooding in certain
vulnerable areas of the Peninsula. The planning process considered the broad categories of mitigation actions: prevention, property protection, public education and awareness, natural resource protection, emergency services, and
structural projects, such as storm water management. It is widely accepted that hazard mitigation planning helps communities set priorities for funding, in selecting cost-effective risk reduction
measures, and that it contributes to developing sustainable communities.
