Utilities Operations and Engineering

Utilities Operations maintains the County's gravity and vacuum collection lines as well as all sanitary sewer pump, lift and vacuum stations.

Utilities Engineering administers design contracts for the capital projects outlined in the latest "Strategic Capital Plan - Water, Wastewater and Stormwater" a copy of which can be viewed at E&DS's offices or any branch of the County's Public Libraries. The Utilities Division also performs "in-house" designs for the smaller projects.

Each year Utilities performs approximately five million dollars worth of projects to extend sanitary sewer, public water and make stormwater improvements. Funding for these projects is generated from a portion of the County meals tax and through the collection of connection fees.

The Utilities Division, Strategic Capital Plan contains detailed information, maps, and schedules pertaining to these and other projects. Copies of the Plan are available at the York County Libraries and at the Environmental and Development Services office at 105 Service Drive.

 

County Extension Projects Update

Brandywine Drainage Phase Improvements Project

Burcher Road and Allens Mill Road portion of the project is now out to bid. Construction in the area is anticipated to begin this summer.   The design of the remainder of the Brandywine Drainage project is complete.  It is anticipated that it will go out to bid in the late Fall.  For questions, please contact the County’s Project Engineer, Joe Brogan, at 890-3831. 

Egdehill Drainage Improvement Project

Serves the portion of the Edgehill neighborhood roughly south of York-Warwick Drive. The study phase of this project is complete.   The engineering firm is working on the scope and fee for design plans.  The design of the proposed improvements should begin shortly. Moores Creek Phase I Drainage Improvement Project

Project is complete except for monitoring.

Moores Creek Phase IIA Drainage Improvement Project

(Big Bethel Road box culverts) The County received the 95% plans on March 27, and the specs on March 28.  The Joint Permit Application was submitted to VMRC on March 31, 2008.  We anticipate going to construction in late 2008 depending on ACOE and DEQ permitting requirements.

Moores Creek Phase IIB Drainage Improvement Project

(Victory Blvd drainage pipe) The County provided comments to Baker on the 75% plans in March 2008.  The 75% plans will be modified and sent to VDOT, NNWW, HRSD, etc.  We anticipate going to construction in late 2008/early 2009 depending on the ACOE and DEQ permitting requirements

Moores Creek Phase IIC Drainage Improvement Project

(Homestead BMP/Dawn Place) The survey is complete and the wetlands delineation has been field checked by the ACOE but we not received a confirmed yet.  We anticipate beginning design in the late summer of 2008. 

Marlbank Farm Sanitary Sewer Project

The Project is complete

York Point Phase I Sanitary Sewer Project

Construction of the vacuum pump station and the pipe line work is nearing completion.  Once the pavement and roadway restoration is completed, letters will be issued (June 2008) to homeowners giving notice when connection is available.  For questions, please contact the County’s Project Engineer, Michael Elam, at 890-3763. 

York Point Phase II Sanitary Sewer Project

Phase II includes Smoots Lane, DeAlba Lane, Wildey Road, Presson Road, Hansford Lane and Bay Tree Beach Road.  Construction of Phase II is expected to be completed in the Spring of 2009. 

Queens Lake Sanitary Sewer Project

Design of Phase I (Gravity Portion, Pump Station & Force Main) is nearing completion. Progress has been slow due to acquiring the Pump Station site. A public meeting will be scheduled soon to discuss the Phase I design.

Wolftrap Road Sanitary Sewer Project

Survey crews are currently working gathering data/elevations.

Lightfoot/ Skimino & Banburry Water System

New well has been operational since March 24, 2008. Within 30 days test and inspections will be performed at Well Site #5. After the inspections, a 90 day Public Education/ Public Relations process will commence to notify all our water customers about the transfer of our water facilities to Newport News Waterworks.
