Program

The Housing
Choice Voucher Rental Assistance Program was created by the U.S.
Housing and Community Development Act of 1974. This Act enabled the
transition from locally owned Public Housing to the use of privately owned
housing as the primary Federal Housing Program. Federal funds
for these programs are channeled to localities by the Commonwealth of
Virginia through the Virginia Housing Development Authority (VHDA).
These
programs involve administration of the York County contracts for HUD/VHDA
rental assistance for eligible very low income citizens. People who
qualify under these programs generally pay no more than 40% of their
adjusted gross income in rent. The remaining rent payments are issued
directly by VHDA to owners following the receipt of Housing Division
submissions.
