Low-Income Housing Tax Credits (LIHTC)
LIHTC is a federal program that is administered at the State level and was designed as an incentive to encourage the development
of affordable housing. In exchange for the acquisition, rehabilitation, or
construction of affordable rental housing units, owners are allowed to reduce
their federal tax liability. Federal regulations require that properties
acquired, constructed, or renovated under the LIHTC program remain available to
low to moderate income households.
In York County, the Division
of Housing and Neighborhood Revitalization is partnered with Community Housing Partners (CHP), a non-profit
organization. Under the LIHTC program, CHP was able to purchase and
renovate the property formally known as Yorkshire Townhouses, now known as the Woods of
Yorktown, and most recently, Yorktown Square I.
Under federal
guidelines, LIHTC
applicants must reserve a minimum of 20% of the units for tenants with income of
50% of the area median gross income (AMGI), or tenants with income of 60% of the AMGI must occupy a minimum of 40% of the units.
