Help
to Others (H2O) Program
The H2O program is made available
through the Hampton Roads Sanitation District (HRSD) and the Hampton Roads
Planning District Commission. Under the program, donated funds are pooled and
then allocated to member localities. The program is intended to offer help to
families in a crisis situation who are unable to pay their utility bills. Rehab
staff of the Division of Housing and Neighborhood Revitalization administers the program locally.
In order to be eligible for
assistance, applicants must show a change in personal circumstances and evidence
of hardship paying their utility bills. Funds are expended on a firstcome,
