This chapter bears no relation to any private easement,
covenant, agreement or restriction, and the responsibility for enforcing such private
easement, covenant, agreement or restriction is not implied herein to rest with any public
official or body. When this chapter imposes a more restrictive standard than is required
by the private contract, the provisions of this chapter shall control.
