(a) This chapter shall be effective on 12:01 a.m., June 29,
1995, at which time chapter 24, Zoning, York County Code, and all amendments thereto shall
be repealed.
(b) The adoption of this chapter shall not abate any pending
action, liability or penalty of any person accruing or about to accrue, nor waive any
right of the county under any provision in effect prior to the effective date of this
chapter, unless expressly provided for in this chapter.
