The connection point with the facilities of
the county shall be at the water service connection provided by the county. In the event
the property owner wishes to change the location of the water service connection, the full
cost of providing a second point of connection shall be borne by the owner. The work shall
be done by the County or its agent and the cost of such work shall be charged to the owner
at actual cost plus ten percent (10%).
