If any person shall construct or cause to
be constructed any permanent structure, fence, slab, or other improvement within a water
system easement or plant or cause to be planted any tree, shrub, or hedge within such
easement, or place or cause to be placed some other obstacle within such easement, any or
all of which impede access to the water system and if any such obstruction is encountered
in attempting to gain access, the obstruction shall be removed at the expense of the
property owner and shall not be replaced by the owner of the system. Nothing in this
section, however, shall supersede the provisions contained in any deed of easement duly
executed and recorded.
