The county administrator shall have direct
charge, including the responsibility for operation and maintenance, of the facilities of
the county. The county administrator shall prepare such standards and regulations not
inconsistent with this chapter as may be necessary to regulate the design, construction,
and operation of the facilities of the county, public systems, private systems, and of
other water systems which affect or may affect the existing or future facilities of the
county. The standards and regulations shall be subject to the approval of the governing
body and shall be amended from time to time as conditions warrant.
