(a) Any person engaged in construction of an authorized water service
connection or water system shall comply with all provisions of this chapter and any
regulations adopted pursuant to it, and with any other applicable provisions of law, and
shall install adequate safeguards during construction to ensure compliance at all times
with such regulations and laws.
(b) All construction shall be adequately guarded with barricades and
lights so as to protect the public from hazard. Streets, sidewalks, parkways, and other
public property disturbed in the course of the work shall be restored in a manner
satisfactory to the county administrator and where appropriate to the Resident Engineer of
the Virginia Department of Transportation.
