Connections to the facilities of the
county, the construction of which was completed on or after January 1, 1988, shall be made
only after a permit has been issued by the county administrator. The owner of any premises
to be connected, or the owners agent, shall make application for service upon forms
to be furnished by the county. The application shall be accompanied by payment of the
required connection fee and shall be supplemented by any plans, specifications or other
information reasonably required by the county administrator. If the application and fees
conform to this chapter and any other applicable laws, a permit shall be issued in
duplicate, one copy to be mailed or delivered to the owner and one copy to the water
purveyor, if other than the county.
