(a) The governing body is vested with the authority to make and
fix rates at which water shall be supplied to customers and to collect, require, and
enforce the payment thereof by all remedies provided for by law.
(b) The service charges fixed by the governing body shall be fair and
just and shall take into consideration the cost of construction, maintenance, extension,
operation, raw water supply and administration of the public water system, including the
cost of necessary insurance, interest and principal on bonds, and any other cost or
expense growing out of the operation of, or appertaining to, the public water system.
(c) The service charges set forth in this article shall apply when the
county is the purveyor of water to individual users or in the case of sale of water to
other water purveyors for resale to individual users.
