When service is hereafter made available to
any premises, the county will notify property owners by first-class mail, postage paid,
addressed to the owner of the property at the mailing address shown on the current Land
Book of the county. The county administrator shall prepare an affidavit, or affidavits,
showing the date of mailing and the names and addresses of all property owners to whom
such notice is mailed. The appearance of the correct name and address as shown on the Land
Book of the county on such affidavit(s) shall be all that is required to mark the
beginning of the applicable time period during which initial connection fees apply. The
county shall not be required to prove that such notice was actually received by any
individual property owner.
