This chapter sets forth
requirements for water supply and distribution in York County. It covers both individual
and public systems, and has been enacted to promote the health, safety, and general
welfare by providing an adequate, safe supply of water and by providing for the orderly
growth and development of the county. The provisions of this chapter shall apply
throughout the county including specifically any established sanitary districts. This
chapter also provides for the construction, operation, extension, maintenance, and the
setting of charges and fees for the use of the water facilities of the county and its
sanitary districts. Revenues derived from the application of this chapter shall be used to
defray York County's cost of operating and maintaining adequate water supply and
distribution systems and to provide sufficient funds for capital outlay, bond service
costs, capital improvements, and depreciation.
