The purpose of performance guarantees is to ensure the proper
construction, installation and maintenance until final acceptance of required streets,
utilities, and other public improvements. To the greatest extent possible, the nature and
duration of such guarantees should be structured to achieve this goal without adding
unnecessary development costs.
