Sec.
19-24.1. Composting facility.
All yard waste, as defined in
section 19-62, that is generated in the county and is not collected by the county's solid
waste collection service, may be delivered without payment of a fee by county residents
to the composting facility operated at the county's waste management center by the
Virginia Peninsulas Public Service Authority (VPPSA). All other persons, including county
businesses, delivering yard waste to the composting facility shall pay the fees
established by the Virginia Peninsulas Public Service Authority therefor.
