All premises connected to the
facilities of the county shall at all reasonable hours be open to the county's duly
appointed agents and employees for the purpose of installing, removing, repairing,
maintaining, measuring, or sampling the facilities of the county or for inspecting the
premises, fixtures, and appurtenances therein which are connected to the facilities of the
county.
