Sec. 17-76. Sale
or distribution of printed matter.
(a) Permit required. The sale or
distribution of printed matter is permitted within public areas, provided a permit to do
so has been issued by the appropriate governing official, and provided further that the
printed matter is not commercial advertising.
(b) Regulations governing sale and
distribution of printed matter:
(1) Persons engaged in the sale or
distribution of printed matter under this chapter shall not obstruct or impede pedestrians
or vehicles, harass public areas visitors with physical contact or persistent demands,
misrepresent the purposes or affiliations of those engaged in the sale or distribution or
misrepresent whether the printed matter is available without cost or donation;
(2) The sale or distribution of printed
matter without a permit or in violation of the terms or conditions of a permit is
prohibited;
(3) Any permit may be revoked under any of
those conditions listed in this chapter which constitute grounds for denial of a permit or
for the violation of the terms and conditions of the permit. Such a revocation shall be
made in writing, with the reason(s) for revocation clearly set forth, except under
emergency circumstances, when an immediate verbal revocation or suspension may be made, to
be followed by written confirmation.
