13      Proposed Fiscal Year 2005 Budget and Tax Rates for 2004.  Consider adoption of proposed Ordinance No. 04-3 to impose tax levies upon tangible personal property, upon machinery and tools, upon mobile homes, and upon real estate for the calendar year 2004, and to prorate taxes on mobile homes; and proposed Resolution R04-40 to approve the budgets and appropriate funds for the Fiscal Year beginning July 1, 2004, and ending June 30, 2005.  APPROVED
